Rethinking Development: Sino-Brazilian Relations from the Perspective of the New Structural Economics

This article analyzes how China's presence in Brazil may contribute to the reprimarization of the Brazilian economy, exploring development possibilities through the lens of New Structural Economics (NSE). The research maps the trade balance between the two countries, as well as China’s Foreign Direct Investments (FDI) in Brazil in the 21st century, in order to investigate whether there is a pattern of economic reprimarization. The suggested hypothesis is that this process of reprimarization has occurred more due to domestic factors than as a direct outcome of China’s foreign policy. Thus, in light of NSE theory, the article discusses the potential for structural transformation toward higher value-added sectors, based on dynamic comparative advantages and long-term state planning, as a way to envision a mutually beneficial relationship with China. The article also highlights the political challenges and practical limitations of such a shift, suggesting the need to rethink Brazil-China relations.
